By-laws
Article 7. League
Officers and Functions
(a) The officers of the League are:
(i) The Convener shall, when present, preside at all meetings. The
Convener shall also be charged with the general management and supervision of the affairs
and operations of the League.
(ii) The treasurer, or person performing the usual duties of a
treasurer, shall keep full and accurate accounts of all receipts and disbursements of the
League in proper books of account and shall deposit all monies or other valuable effects
in the name and to the credit of the League in such bank or banks as may from time to time
be designated by the Board. He/she shall disburse the funds of the League under the
direction of the Convener, taking proper vouchers thereof and shall render to
the Convener at 2 month intervals or whenever required of him/her, an account
of all their transactions as treasurer, and of the financial position of the League.
He/she shall also perform such other duties as may from time to time be determined by the
Board.
(iii) The division coordinators are responsible for maintaining the
statistics for their division in a binder. The binder is to be brought to the gym each
week. Other duties are disseminating schedules, newsletters and other such paperwork when
required, reporting any missing equipment or school issues to the Convener
as they arise
and forwarding the statistics to the Web Site Administrator on a weekly basis.
(iv) The Web Site Administrator will be responsible for maintaining the
League's presence on the Internet. They will receive the divisional statistics on a weekly
basis and will post them to the web site. The Web Site Administrator is free to re-design
the web site with final approval from the executive committee.
Article 9. Team Rosters
(a) Rosters will be solicited for submittal to the
respective coordinators no later than November 1st. All rosters must be in no later than said
date. No changes to the roster after January 1st.
(b) A waiting list will be established on a first come, first served
basis. Priority will be given to:
(i) Special cases as determined by the Executive Committee; returning
League players who wish to change
(ii) Teams; and then new players from outside the League.
(c) Team rosters will be made up of a minimum of seven (7) players, and
a maximum of (10).
(d) In addition to the regular roster, teams will be able to add up to
four (4) 'spares' to their rosters. These spares may be called upon to play during the
regular season. 'Spares' will not be eligible for playoffs.
(e) Barring extenuating circumstances, teams are not allowed to add
players to their roster after January 1.
(f) Players are not transferable from team to team.
(g) Every player must play a minimum of eight (8)
full nights to
be eligible to participate in any play-off matches. Any
complaints from opposing teams during playoffs should be submitted via a protest form.
These protests will be considered and the appropriate action taken.
Article 10. LEAGUE FORMAT
(a) The League shall be comprised of 3 divisions broken
down as follows:
Wednesday C - 12 teams
Wednesday D -12 teams
Wednesday E -12 teams
Article 11. SCHOOL RULES
To ensure that we do not lose our school permits, it is
necessary that the school rules and the wishes of the custodians be followed. WE ARE
GUESTS IN THE SCHOOLS SO PLEASE ACT ACCORDINGLY! If a problem arises, please contact the
Division Co-ordinator immediately. If they are not present, please deal with the custodian
politely and contact the League Convenor as soon as possible. Here are the guidelines for
school usage as set down by the Waterloo County District School Board:
(a) For insurance reasons, many of the schools must keep their entry
ways locked and thus the need for a door monitor
(b) DO NOT BLOCK OPEN THE DOOR
(c) Do not open gym doors to provide entrance
(d) Do not interrupt any program, which is in progress in the gym
(e) NO SMOKING ANYWHERE ON SCHOOL BOARD PROPERTY. THIS INCLUDES YOUR
CAR IN THE PARKING LOT.
(f) No street shoes in the gym; only the proper footwear with
non-marking soles
(g) Please adhere to the times indicated on the schedules with respect
to entering and leaving the schools
Article 12. SCHEDULES
(a) Regular season: The League shall program it's
regular League play for each division in a round-robin schedule.
(b) The League play shall start in late September of each year, and the
regular season end mid April.
(c) Divisional Play-Offs: The play-offs shall consist of three (3)
rounds in each Division, based on the final standings. Quarter and Semi-final matches,
taking place during the first week of playoffs, shall be a "Best of 3" match and
the finals, taking place the second week of playoffs, will be a "Best of 5"
match. If there are unforeseen circumstances, a playoff match may be re-scheduled upon
agreement of the division coordinator, the league Convener and the captains of the two
teams involved.
Quarter Finals:
1st Place Vs 8th Place (Game A)
2nd Place Vs 7th Place (Game B)
3rd Place Vs 6th Place (Game C)
4th Place Vs 5th Place (Game D)
Semi-Finals:
Winner of Game A Vs Winner of Game D (Game E)
Winner of Game B Vs Winner of Game C (Game F)
Finals:
Winner of Game E Vs Winner of Game F (Game G)
(d) Prizes: Prize money will be awarded to the top
4 teams
of each division as follows
First Place, season: $200
Second Place, season: $150
Third Place, season: $100
Forth Place, season: $50
Playoff Finals Winner: $200
Play-offs Runner-up: $150
Performance bonds will be returned at the end of
the season.
Article 13. PROTESTS and DEMERIT SYSTEM
(a) A protest must be filed with the referee at the time
the incident occurred for the protest to be considered valid. All affected parties
including the team reps and referees must be made aware that a protest is pending. Protest
forms will be provided in the equipment bags.
(b) The League Executive Committee must be notified of the protest by
the protesting party in writing, within 24 hours of the incident. The completed protest
form is to be faxed to the League Convener. Once submitted, all protests will be resolved
before the next scheduled game of the division of the protesting team.
(c) Any player who is under review will not play in another League game
(regular or playoff) until the League Executive has reviewed the case, and rendered any
disciplinary actions that it deems appropriate.
(d) All decisions and resolutions passed by the League Executive with
respect to protests and suspensions are final and binding.
(e) Performance Bond System: The League shall impose a
$10.00 fine that will be deducted from a
teams $50.00 annual performance bond for every forfeited night.
A $10.00 fine will also be deducted from a teams annual performance
bond if a team fails to adequately complete the duties as the
TEAM IN CHARGE or TEAM TAKING EQUIPMENT or TEAM
EMAILING SCORES (see Article 15), or any other
infraction so determined by the League Executive Committee.
Article 14. MISCELLANEOUS
(a) Divisional Realignments: The top teams from the
D and E divisions at the end of the season will automatically be moved up to the next higher
division the following year. The last place teams from the C and D divisions will
automatically be moved down a division the following year.
Article 15.
EQUIPMENT, TEAMS IN CHARGE, TEAM TAKING EQUIPMENT and TEAM EMAILING
SCORES.
The league requires the help of everyone to ensure its'
smooth operation. Often there will be a division coordinator present should any problems
arise but generally the TEAM IN CHARGE is responsible for the running of regular league
play.
(a) Each week it is noted on the schedule which team is in charge. The
team in charge each week (as noted on the schedule) is responsible for the following
items:
Have the equipment at the school at least 10 minutes before start time
Designate one person from the team to monitor the
doorway.
Setup the poles and nets
Fill out the appropriate information in the score sheets including team
names and team numbers, school name, date and gym number
Layout the scorecards, pens, whistles and score sheets for all gyms
Pass the equipment along to the team taking the
equipment for the following week.
(b) Each week it is noted on the schedule which team is
taking the equipment. The
team taking the equipment each week (as noted on the schedule) is responsible for the following
items:
Score sheets must be submitted to the division coordinator within
1 business day by email (phone, fax or mail depending upon the connectivity
of the individuals.)
Return the gym to the proper order at the end of the evening.
Double check that all Kitchener Co-Ed Volleyball equipment is returned
to the equipment bags (Note: a list of all equipment is attached to the zipper. If any
equipment is missing, please inform your division coordinator immediately)
Ensure all poles are returned to the equipment rooms
Take the equipment down after play has completed
(c) Each week it is noted on the schedule which
team is emailing the scores for the gym they are in.
Score sheets must be submitted to the division coordinator within
1 business day by email (phone, fax or mail depending upon the connectivity
of the individuals.)
Article 16. STATISTICS
(a) Statistics are compiled and kept by the division
coordinator.
(b) Percentages are calculated on the basis of number of wins/total
number of games.
